    I disgree with that. Have a look at your Title and deeds and see who owns the fence. The OP doesn't say where he lives and so laws can be different, very often Scottish law is different for example....

    Which side of the radiator did you check ? Remember it is probably a pusher fan, i.e. it doesn't suck air in from the front, it sucks it in from the back and pushes it out the front of the radiator....
