    Scrap Metals Act

    http://yorkwatch.org.uk/yorkwatch/20...t-2013-041213/

This is North Yorkshire but presumably 101 could be used anywhere if you aren't happy with someone calling round.
Looks like they were having a special day for it but still worth bearing in mind.

On 4th December 2013 jointly with local Councils, North Yorkshire Police will be undertaking checks of all scrap metal collectors.

Please call 101 immediately giving details of any persons or vehicles who are seen collecting or attempting to collect metals and pass to us their location and direction of travel. Officers will be sent to check them and ensure they are properly licensed under the provisions of the new Scrap Metal Act 2013 which becomes enforceable on 1st December.

101 can and should be used to report any suspicious activity in a non emergency situation, in addition if I see any suspect vehicle I give my neighbours a ring as well, which is often enough to persuade our friends from the travelling fraternity to move on to somewhere they haven't been noticed.
The scrap metals act however only applies in England and Wales.

Of course not, that's why they only keep you on hold for 3 or 4 minutes before failing to resolve your issue.

I called 101 in October and it was 13p for 14 minutes. This is a virgin landline don't know if they are all the same.
The informal discussion was somewhat helpful.
