    How does that really work. Agree to a course of action but then make up the rules afterwards. Will that not lead to years of disruption and bickering?

    They do the exact same any government does.

    No-one has agreed a defined course of action - only aspirations.
    Holyrood has laid out how it wants things to go, but Westminster has said your not getting it all your way. Its quite easy to see in this 'divorce' there will be consessions on both sides - there will have to be. The white paper has been recognised as the most comprehensive plan of independance any region/country has ever put forward in the entire world. Now with points like this it can cause conflict, as it leaves nowhere for the SNP to turn as theres no flexibility in their plan - on paper. The difference is in reality they will negotiate, because they HAVE to. Much like Cameron and the EU......

    It will take years, i believe its 3 years? From voting 'YES' to being an independant country. So there will be plenty long enough time to get things sorted out, if that is how the people of Scotland chose to vote.
    If in doubt, yank it out!
