LUCAS/Delphi CAV DPA Injector Pump, low pressure output

Hey folks, I've been working on my BMC 1.5 for 4 weeks now, and I'm fairly sure that I have a problem with the injector pump.
The govenor housing bleeds fine, and I can bleed the high pressure lines, but the fuel flow is only a drop from 10 seconds cranking.

History on this issue is - startes with difficulty 10 months ago, and was over revving badly, I had to control the revs with cut out switch. I haven't opened up rocker cover, but there doesn't sound like there's damage there while cranking. I reckon I have low compression now, cos won't fire even with wd40 in air intake, but I want to sort the fuel flow first.

So, after that she sat for 10 months, the diesel bug came back, but I cleaned everything from tank to main filter now.

I opened up the regulating valve, and it was a little dirty, but nothing serious, cleaned up and put it back. The piston in there looks different to in the manual, it has a groove in the middle, like a seal should go there, but no sign of a seal. Is that just a new design? Or should there be a seal?

Anyway, I did some research, and realised I should have checked to see if transfer pump was turning while cranking, I check that tomorrow. Other posts suggest the metering valve could be the issue, and to try cleaning with ATF. I guess I try that when I can get some, next week probably.

    Any ideas?

    Cheers

Remove the pump and have a diesel injection specialist give it a full check over. These pumps are not within the abilities of ordinary mechanics (in my opinion). Be careful when removing the pump from the engine that the drive stub shaft stays put in the side of the crankcase and does not pull out with the pump itself. If this happens you will have extra work getting the injection timing correct. Is the engine in a Leyland 154, Nuffield 4/25 or maybe a boat ?. Also, these engines will not start without the aid of glow-plugs which in turn can give trouble on these engines also.

Hey, sorry, I forgot to mention I have no money, and there are no such engineers here in the canary islands.
I have the workshop manual, I can service it if I have to, and get a local mechanic to do final pressure tests.
What I need is someone who has actual experience and understanding of these pumps to give me some pointers.

Also, the timing is marked, so removing and refitting is the least of my worries.

Well, not literally zero funds, but including shipping it is 400 to get a new one from UK, plus 50% import tax. Most of the specialist tools required according to the workshop manual I can build myself, though I'm hopping I shall only need to partially disassemble it to fix it.
Almost certainly it is just diesel bug gunk, so hopefully the ATF will be enough.

Hey again, forgot the glow plug part - she's a marinized BMC 1.5. I read the glow plugs break easily, so I am not keen to check them, due to shipping time, costs and tax. They are drawing voltage though, and I used a blowtorch to heat the air entering the intake, to no effect, so I'm probably going to have ro take a look at the cylinders. But I want to try sort out the injector pump while I wait for gasket set.

I joined here because boat forums are full of people with more money than sense, or engineers masquerading as forum users. The threads here seem to have a few that know what they're doing.
