Many things will affect boost pressure. While i dont know what max pressure should be i do know the delphi injector pumps are very bad for problems resulting in low power. First check all intercooler hoses for cracks if you have intercooler that is.
Replace the silly electric lift pump with the new style genuine perkins one.
You could try running it on a litre of neat fuel additive first that fixed a jcb i did which would hardly rev up at all next i would have injector pump overhauled.

He is in it injection pump Bosch VP 30 and standard injectors, mechanical fuel pump new, new fuel filters, intercooler ok.

Maybe someone has catalog data that should be this pressure.

Either diaphragm for the boost is blown on the top of injector pump or the pin it operates is stuck in. The pin should be sprung loaded out or pushed out by lift pump fuel pressure cant recall which. They stick in meaning no boost.

If you already know your engine is lacking power there is no point tring to measure boost pressure cause it wont get full boost. Boost is affected by everything so theres only any point measuring it if you know everything else is working right and your just tweaking the power and fueling up to pimp your ride.

This model has electronic injection so any faulty components would result in lights flashing on the dashboard. It is very common for a stainless steel hose clip to snap on the intercooler pipes which leads to loss of boost pressure so that's worth a look, the clips are usually still in place and look fine until you handle them and find one broken.
